The 2019 State of the Electric Utility Survey is based on an online questionnaire administered to Utility Dive readers in December 2018. More than 525 self-identified electric utility employees from the U.S. and Canada took the survey.

Where are energy markets heading? Following recent shakeups in wholesale electricity markets, one-fourth of survey participants aren’t sure what kind of energy market, if any, they’ll be working with a decade.

This is our sixth annual survey, and it spotlights how some industry trends have evolved across those years — a time of considerable change in the electric power sector.

The survey was designed to illustrate the outlook and opinions of utility professionals. It should not be considered a scientific study.

Nora Mead Brownell
Founder, ESPY Energy Solutions LLC
 Nora M. Brownell is the co-founder of ESPY Energy Solutions, LLC, a women-owned business providing innovative and highly-skilled consulting services. Prior to this, Nora Mead Brownell was nominated by President George W. Bush to the Federal Energy Regulatory Commission (FERC) where she served from the time of her confirmation in May 2001 until June 2006 when her term expired. Ms. Brownell’s tenure at the FERC reflects her longstanding and unwavering commitment to fostering competitive markets to serve the public interest. She championed the development of independent transmission organizations for wholesale power. As a leading advocate of responsive and effective independent board governance at RTOs and corporations, Ms. Brownell is a strong proponent of FERC policies that promote investment in national energy infrastructure development.

Prior to FERC, Ms. Brownell served as a member of the Pennsylvania Public Utility Commission (PUC) from 1997 to 2001 and took an active role in the rollout of electric choice in Pennsylvania. In addition to her work establishing the framework for one of the nation’s most successful retail electric markets, she supported Pennsylvania’s pursuit of competition in local markets for telecommunications, deployment of advanced services, enhancement of services to rural areas, protection of consumers, and advancement of special services.

Ms. Brownell serves on the boards of National Grid PLC and Tangent Energy. She also serves on advisory boards of Morgan Stanley Infrastructure, TerViva Bioenergy, and New World Capital. Previously, Ms. Brownell served on the boards of Spectra Energy Partners, ONCOR, Comverge, Starwood Energy Fund, and the GridWise Architecture Council. In addition, Ms. Brownell has lectured at the Vermont Law School’s Center for Energy and the Environment, the Michigan State University Institute of Public Utilities, the University of Idaho, the Wharton Energy Club, and others. Ms. Brownell is a native of Erie, Pennsylvania and attended Syracuse University.


Alison Silverstein
Consultant, Alison Silverstein Consulting
Alison Silverstein is a consultant, strategist and writer on electric transmission and reliability, energy efficiency and technology adoption issues. She organized and wrote DOE’s “Staff Report on Electric Markets and Reliability” (August 2017) and co-authored, “A Customer-focused Framework for Electric System Resilience” (May 2018) and “Customer Focused and Clean – Power Markets for the Future” (October 2018). Silverstein has worked on a number of major federal electricity studies, including the national transmission congestion studies, the Hawaii Clean Energy Initiative framework and Hawaii’s renewables and reliability integration efforts. Silverstein serves as project manager for the North American Synchrophasor Initiative.

Silverstein was an advisor for Chairman Pat Wood, III, at the Federal Energy Regulatory Commission from July 2001 through July 2004, co-chairing the 2003 Electric Systems Investigation for the U.S.-Canada blackout investigation and writing the investigation reports. She has worked at the Public Utility Commission of Texas and Pacific Gas & Electric Co. Silverstein serves on the Boards of the American Council for an Energy Efficient Economy and the Health Alliance for Austin Musicians.
